Performance of Agency Managed and Privatized Minor Irrigation System-1997

Abstract/ Executive Summary:

Studies were conducted to determine the present level of technical and economic performance of the selected deep and shallow tubewells and to identify the factors responsible for increasing or decreasing of the service area due to the extend of privatization in southwest and northwest zones which included Satkhira, Sunamgonj and Hobigonj districts. Technical and economic data were collected through a pre-designed questionnaire from the randomly selected farmers of the agency managed and privatized irrigation systems. In boro season, hired human labor was found more in Satkhira than Sunamgonj and Hobigonj. Total human labor per ha for irrigated rice under DTW area were 146, 139 and 132 in Satkhira, Sunamgonj and Hobigonj respectively. Farmers used power tiller for land preparation under all DTW zone. In addition most farmers used their own and hired animal power for ploughing and leveling the land. They used seed from 48 to 54 kg per ha for boro rice cultivation. Farmers used high rates of urea compared with other chemical fertilizer. Cost items included human and animal labor both family and hired, power tiller both owned and hired, seeds mainly home supplied, fertilizer, insecticides and irrigation. Labor cost was found higher in Satkhira compare to Sunamgonj and Hobigonj. Per ha labor cost ranged from tk. 4800 to tk.6180. Fertilizer cost was tk.3278, tk.2269 and tk.2756 in Satkhira, Sunamgonj and Hobigonj zones, respectively. The per hac average gross return of irrigated rice was tk.35884 in Satkhira followed by tk.31915 in Sunamgonj. Lowest gross return was found in Habigonj. The highest net returns were tk.14654 in Satkhira followed by tk.13397 in Sunamgonj. The BCR was positive both on full costs and cash costs basis in all the zones. Highest BCR on full cost basis and cash cost basis were 1.72 and 2.22 in Sunamgonj and lowest was found in Habigonj zones.
