Analysis of Flash Flood in Northeastern Bangladesh

Abstract/ Executive Summary:

Bangladesh experiences floods every year such as coastal, urban, river and flash floods. Flash floods are caused by intensive rainfall of short duration over a relatively small hilly area. In Bangladesh flash floods are found mainly in the north east region. The catchment areas of the flashy rivers extend into India and a significant amount of the flood water enters from India. The impact of the flash floods is severe erosion along river banks and destruction of infrastructure and properties causing immense sufferings to the local people. In the present paper the travel time of the flood waves from the Bangladeshi border towards India and into the north east region is investigated. The travel time is determined by a numerical hydrodynamic model which covers the north east region (Jakobsen et al., 2005). Finally, the cross border rivers are ranked on the basis of socio-economic impact on the region.

Achievement/Findings:

The present flash flood forecasting at FFWC is based on 3-hourly manually read gauges at the border stations. These water levels are transmitted to FFWC only once a day. Besides that whatever limited information is available from inside India on rainfall is also considered. Based on these measurements the progression of flood waves in the north east region is simulated at FFWC. Automated data collection and transmission at the border stations could improve the flash flood forecasting and give lead time of 6 hour from Amalshid to affected area at Sylhet, and of 12 hour from Lourergorh and Sarighat. A lead time of 6 hour from Ballah to Habiganj is also possible.
When BMD installs a new hydrological Doppler radar in Moulvibazar it will enable FFWC to further develop the flash flood warning system covering the north east region. Rainfall-runoff models can be developed to cover the upstream catchments inside India and to simulate the inflow from India to Bangladesh. It is expected that the radar measurements at the Indian catchment as well as automated data collection and transmission will help FFWC to increase their lead time and will provide more satisfactory results.
